Features Are Created in Layers:

For example highways are in one layer (or several layers - for Interstate, US, and State highways), and rivers in another layer. Simple maps may have only a few layers, while complex maps often have 60+ layers, including different feature types in different layers, such as cities of different population sizes in different layers.

You can easily select all the features on a Layer and change their appearance, such as changing the city text font or color
